Fact Sheet: The Impact of the Absence of a Regulatory Framework and the Role of Municipalities on the Fair Distribution of Shelter Center Services in Emergencies in the Gaza Strip

The ongoing and systematic genocide against the Gaza Strip has led to repeated displacement, resulting in the emergence of various types of shelter centers that have become the primary and essential refuge for thousands of affected families across Gaza.

This fact sheet seeks to reveal qualitative and quantitative evidence regarding the regulatory framework governing these centers and the role of municipalities in ensuring equity in the distribution of services across shelters in the Gaza Strip. It also proposes mechanisms to strengthen emergency and disaster response.

The paper was prepared within the framework of the “Youth for Integrity” project implemented by the Social Developmental Forum (SDF) in partnership with the Coalition for Accountability and Integrity – AMAN, as part of the Youth Summit 2025 activities.
